CESC Ltd to set up 1000 MW TPP at Neulpoi in Dhenkanal district of Orissa. The proposal is for setting up of 1000 MW (2x500 MW) coal based power plant. The land requirement is estimated as 500 ha. Water requirement is 4530 m3/hr, which will be obtained from river Brahmani. Coal requirement is estimated as 4.53 million TPA which will be obtained from Mandakini A- Block.

Construction work on the project has not started. The company is trying to get approval to increase the capacity to 1320 MW (2 x 660 MW). One unit of 660 MW may use imported fuel. The company has appointed L&T for owner's engineering services. Letter of Intent for boiler, turbine (BTG) packages have been signed with SEPCO, China.

CESC to set up 1000 MW thermal power plant at Dumka in Jharkhand. The land requirement is estimated as 400 ha. The coal requirement is estimated as 4.03 million TPA, which will be obtained from the captive mine block Mahuagarhi at a distance of about 13 km. Coal will be transported by road. The water requirement is estimated as 45 cusecs and will be obtained from Brahmani river by constructing a spillover dam.

Since Its allocated coal block was in 2007 for captive use and no development made, its allotment has been cancelled. The company is in the process of completing land acquisition which had been facing protests from 2008, when police had to resort to firing. However, recent change in political scene and swearing of Hemant Soren, the Dumka MLA the project may be revived. The project is likely to be completed by 2016.

Dhariwal Infrastructure Ltd (Now taken over by CESC) to set up 600 MW thermal project at Tadali in Chandrapur district of Maharashtra. It is reported to be a notified industrial area of MIDC. Land requirement is estimated as 200 ha. Water requirement is estimated as 2200 kl / hr. Coal requirement is 9800 TPD. Water will be obtained from Wardha river. Punj Lloyd has bagged an order worth Rs 1,023 crore from Dhariwal Infrastructure. The scope of work involves engineering, procurement and construction of complete balance of plant systems including civil and structural works for entire plant, erection, testing and commissioning services for boiler, turbine and generators on a 2 x 300 MW thermal power project at Tadali village, near Chandrapur. The project has been taken over by CESC and is being implemented by them. The project is likely to be commissioned by 2013. Fichtner Consulting has been appointed for detailed engineering services.


Personnel

Nalanda Power, a RPG Group company is to set up 2000 MW thermal power project at Pirpainit South in Bhagalpur district of Bihar. The site is reported to conform to the siting guidelines in terms of distance of 500 m from railway line, highway and HFL of the river. Water requirement will be met from river Ganga. The land requirement is 878 acres. The project is at planning stage and yet to get clearances. MoU signed on 3rd July 2008. Validity of MoU extended upto 02.10.2011. BSEB has right to purchase 25% of power from the proposed project. Project Details : 4x500 MW (in two phases) at south Pirpainti, Dist.: Bhagalpur Estimated Cost : Rs. 9260 Crores excluding IDC Coal requirement: 5.24 MMTPA for 2X500 MW (Phase-I) Pre-feasibility Report prepared. DPR will be prepared after coal linkage. Land requirement 878 acres (2 Phases) at Khidirpur, Choudhary Basantpur, Laxmipur, Bijoram Chawk, Shadipur, Hiranand, Govindpur at Pirpainti South, Bhagalpur district. 404 acres of land identified for the main plant area. NOC received from District Collector for setting up the power station in the identified land vide letter no. 1465 dated 09.07.09. MoEF accorded Prior Clearance for the site vide letter dt 10.02.09. Formal application with requisite fee made to Ministry of coal for long term coal linkage on 26.07.08. Coal linkage still awaited. MECON has completed EIA Study based on ToR approved by MoEF. Public hearing to be conducted shortly. Water Resources Dept, GoB has approved drawal of 80 Cusec of consumptive water from River Ganga on 21.10.2008. CWC has approved that 80 cusecs of water provided for the project is out of the water available in Eastern Kosi Canal System within its present utilization. NOC obtained from Airport Authority of India in April’2009 for construction of Chimney. Railway siding study conducted for connectivity. Power Evacuation- Applied to PGCIL on 13.02.2009.

CESC revives 660 MW Balagarh thermal project in Balagarh in Hooghly district of West Bengal. Land required for the project had already been acquired. It may be noted, the project was conceived in 1990 as a 500 MW unit. Now 2 x 660 MW project is planned and is likely to be completed by 2015. The project cost is estimated at Rs..32,000 million.

The Balagarh project in the Hooghly district, which is targeted to be commissioned by 2016, would be set up at an investment of Rs. 6,800 crore, making it the single biggest investment in a power project by the Sanjeev Goenka-controlled CESC, according to a recent communiqué to investors by the company. Conceived in 1994, the Balagarh project, planned to generate 500 mw, got shelved in 2001 despite getting funding approval from Asian Development Bank because of what was described by the company as a hostile environment consisting of factors like low upward revision in power tariffs and various objections raised by the state government against the nature of the project. Sanjeev Goenka in 2010 said CESC was reviving the project with an investment of Rs3,200 crore for 660 mw capacity It is in possession of about 800 acres of land since 1998 for the project. CESC has already received the terms of reference for the environmental impact assessment report but is awaiting final approval.

CESC plans 2x300 MW Haldia expansion project in Haldia in West Bengal. The project cost is estimated at Rs.24,000 million and around 34 acres of land acquisition had been completed in July 2010. There had been a delay of 2 years in land acquisition. The project will taken up in phases and will be expanded upto 2000 MW. The phase I is likely to be completed in 2014.

Work was scheduled to be completed by March 2014 and there would be two units of 300MW each,. The bids for boiler turbine generator (BTG) and balance of plant (BOP) for Haldia power project were finalized. BTG goes to Shanghai Electric and BOP to Punj Lloyd. The coal linkages for the plant has also been finalised as it would import 30-40 per cent while the rest will come from Eastern Coalfield. CESC is also seeking to raise up to Rs. 1,000 crore from private equity (PE) players for Haldia Energy (HEL) which is the holding company for three power projects including that of Haldia. The power major is talking to eight overseas firms for the PE infusion for two 600Mw projects at Haldia in West Bengal and Chandrapur in Maharashtra, respectively, and another 1,300 MW plant at Talcher in Orissa.
