Patni Power Projects to set up 540 MW Coal based Power Plant at Village Gorra in Raigarh district of Chhattisgarh. The project involves setting up of 4 x 135 MW units and theThe coal requirement is estimated as 3.7 million TPA, which will be obtained from nearby coal mines. Water requirement is estimated as 21 million m3/year, which will be obtained from river Mahanadi at a distance of about 20 km land requirement for the project is estimated as 273.168 ha. A raw water reservoir in an area of 40.469 ha will be set up.

IFFCO Chhattisgarh Power to set up 2x500 MW thermal power plant in Salka village in Chandan Nagar in Block Premnagar in Sarguja district of Chhattisgarh. It was stated that various sites were considered before finalizing this site. The land requirement is estimated as 870 ha. A seasonal nallah namely Garjan nallah passes through the site. Coal requirement of 14760 TPD will be obtained from Tara Central Coal Block. Water requirement of 4310 m3/hr will be sourced from Atem River and confluence point of Atem and Gej river.

State Govt. approval for the site and land received on 11.08.2008 State Water Resources Department allocation of 54 MCM water p.a. received in April’2006. Environment clearance

National Airport Authority Clearance has been received on 12.05.2009. Historical Building Clearance has been received on 16.01.2007.

Non coal Bearing area Clearance has been received on 19.02.2008. Mega Power Status has been received on 16.02.2008.

Land Acquisition : 100% of Pvt. Land & Govt. land i.e, approx. 470 Ha has been acquired.

Water Supply Water availability study has been completed by WAPCOS. Source of water is from rivers Atem and Gej with anicuts / barrages.

Status of Hydro structures: Topography survey of all sites completed. Geo-tech investigation of all sites completed. DPR is ready. Detailed design and tender documents are made ready by WAPCOS.

Placement of order for equipment / works

a) BTG Package • RfP for Boiler & TG Packages were issued as per ICB procedure and bids were opened on 20/03/2009. • Techno Commercial evaluation for Boiler and TG Packages has been completed. • Price bids are valid up to 31.03.2011.

b) BoP Packages Draft specifications & tenders of BoP packages like chimney, cooling towers, 400 kV Electrical switchyard , GT, UAT,Street are ready.

5. Construction Activity at site

i) Boundary wall • Fencing work has started and is almost 50% complete. • Placement of order for construction of Boundary wall is under process.

Ii) Topographical survey of Site levelling / grading is 20% completed and balance work is in progress.

Iii) Construction water / power

a) Water

• Construction water requirement shall be met from river Atem .

B) Power • Supply of 200 kVA pre-construction power at 11 kV is available at site. • Survey has been completed for supply of 10 MVA power by 33 kV power transmission line from Ambikapur.

Iv) R&R colony • 100% land acquired for development of R&R Colony. • Town planning and drawing developed for R&R Colony . • Distribution/ allotment of the plot to home-oustees is being taken up.

Power Evacuation

Proposed arrangement for power evacuation • 400 kV double circuit transmission line of 250 KM length from Plant site to CSEB sub-station at Raipur. • DPR for Transmission line is ready • RfQ and RfP for Transmission line is ready.

Sale of Power

Proposed arrangement for sale of power

• 90% Power is owned by CSEB and it will be sold to them as per the provisions of JVA. • 10% Power to be sold to other States.

Details of PPAs signed

• PPA signed with CSEB on 26th September, 2006. • Consequent upon re organisation of CSEB, PPA has been assigned to CSPDCL. • PPA has 3 – Tier payment security mechanism

Financing

• Project to be funded by Debt and Equity in the ratio of 70:30. • Equity to be arranged by Promoters M/s IFFCO and M/s CSPHCL (formerly CSEB) • IDBI has been appointed for Debt Syndication.

Ii) Project appraisal has been completed by M/s IDBI and Project has been approved by the IDBI Board for Debt syndication.

9. Commissioning schedule of end use plant (unit size)

• 1st Unit of 660 MW :- 31st March, 2014. • 2nd Unit of 660 MW :- 30th September, 2014.

AES Chhattisgarh Energy to set up 1440 Thermal Power Project at village Khamhar, Bhojpur in Raigarh district of Chhattisgarh. Land required for the project is 1260 acres. The water requirement is 4400 m3/hr, which will be obtained from Mahanadi river.
